WP 3 Communication and implementation is designed to support the dissemination of the project results to the general public and the implementation of the new property tax.

 

The main objective is to understand the sentiment towards the property tax and the factors that affect the likelihood that an owner will protest. The results will provide insights to optimize the transition towards a new tax base, which will be used

i) to design a new notification letter to inform the tax payers on their new tax base

ii) to feed the communication strategy we will develop in the second sub package.

First, we examine the appeal behavior of tax payers in order to compose a new notification letter to inform them on the adjustments of the property tax. Next, we use the insights of the latter study and additional research to design a broad communication strategy to inform the general public about the results of the RETAX project and the property tax reform. 

In the second sub package of WP 3, we will design a communication strategy to disseminate the results of the project and inform the general public on the proposed property tax reform. The goal is to inform the society as good as possible why the existing cadastral incomes had such a detrimental effect and how the new property tax avoids this and even increases economic efficiency, equity and sustainable development.

 

In the third sub package we will develop a implementation strategy consisting of measures that need to smooth the transition of the reform. Both will rely heavily on the results and insights from previous work packages.
